Associate Director Training 1 Mental Hygiene Broome - State of New YorkMinimum Qualifications MINIMUM QUALIFICATIONS: Transfer Qualifications: Any current Associate Director Training 1, Mental Hygiene Any permanent employee eligible for a 52.6 or 70.1 transfer. Promotional Opportunities: Anyone currently reachable on the Civil Service List. Provisional Appointment: In the event that there is not a valid eligible list, candidates who meet the qualifications may be qualified for a provisional appointment: Note: If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained. Open-Competitive: You must have a bachelor's degree in a human services field AND six years of post-degree experience in the development, delivery, and management of staff development programs in a mental hygiene setting. Two years of this experience must have been in a supervisory position in a setting providing services to individuals diagnosed with mental retardation, mental illness, or alcohol and substance abuse with responsibility for all or a major part of a comprehensive staff development program. NOTE: If three or fewer interested promotional respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. If certified by Civil Service, mandatory re-employment list candidates must be considered first for appointment to this title. Substitutions A master's degree in a human services field may be substituted for two years of non-supervisory experience. A doctoral degree in a human services field may be substituted for the four years of non-supervisory experience. For the purposes of these examinations, a human services field includes disciplines related to the following: addiction studies, child and family studies, communication, communication disorders, community health, medicine, education, gerontology, health administration, human services, nursing, nutrition, occupational therapy, physical therapy, psychology, recreation therapy, creative arts therapy, rehabilitation counseling, social work, and sociology. For the purposes of these examinations, a mental hygiene setting is one which is primarily serving individuals diagnosed with intellectual disabilities, developmental disabilities, or mental illness. Promotional You must be a qualified employee of the New York State Office of Mental Health or the New York State Office For People With Developmental Disabilities and have had three months of permanent competitive service: 1. Either A. a Training Specialist 2, formerly known as Mental Hygiene Staff Development Specialist 4; 2. Or B. a Training Specialist 1, formerly known as Mental Hygiene Staff Development Specialist 3 or Training Specialist 1 Nursing, formerly known as Mental Hygiene Staff Development Specialist 3 (Nursing). 3. If you were permanently appointed to a qualifying title and have served continuously in this title since that date, you are eligible to file for this examination. Qualifying Experience for Appointment from the Eligible List: After one year of service as a Training Specialist 2, formerly known as Mental Hygiene Staff Development Specialist 4, or two years of service as a Training Specialist 1, formerly known as Mental Hygiene Staff Development Specialist 3 or Training Specialist 1 Nursing, formerly known as Mental Hygiene Staff Development Specialist 3 (Nursing), successful candidates will be qualified for appointment from the eligible list. The Search Committee reserves the right to consider only those applications which clearly indicate the applicant meets the minimum qualifications and selection criteria. SELECTION CRITERIA: Candidates will be expected to demonstrate and will be evaluated against the following criteria: Ability to maintain productive and collaborative working relationships with other Administrative Units, Community Representatives, Private Agencies, Colleagues, Union Representatives and Subordinates. Presentation skills, training development. Skills in conflict management and problem solving. Working knowledge and demonstrated skill in the principles and practices of management and supervision. Ability to analyze, plan, organize, train, assign, monitor, and evaluate programmatic and managerial initiatives, and to address related issues as identified. Knowledge of CNY DDSO/OPWDD Policies and Procedures and current Labor/Management Agreements. Ability to prepare comprehensive written proposals for new or expanded services as well as other written administrative reports.
