Engineering Audit OfficerReporting directly to the Director of Quality Assurance, NYCHAs Engineering Audit Officer (EAO) will perform independent engineering audits of city funded expenditure requests.Audits must comply with applicable Directives of the City of New York Office of the Comptroller.Responsibilities include, but are not limited to the following:1.Audit construction contracts and construction-related services payment requests prior to approval in the Citys Financial Management System (FMS).2.Interface with City Comptrollers Office.3.Ensure that contractors fulfill contractual obligations for competitively bid and awarded contracts.4.Ensure timely payments to contractors, vendors, and consultants.5.Perform audits of Central office documents.6.Maintain records of payment requests received, and in process.7.Perform field visits routinely to physically verify requested payment amounts and to evaluate the quality and progress of the work.8.Use random sampling methodology to select locations for audit in instances of multi-site contracts where field audit of all sites is impractical or cost prohibitive.9.Verify that the contractor is in compliance with NYS prevailing wage requirements.10.Review resident engineer daily reports and/or inspection reports to determine whether payment is justified.11.Evaluate change order(s) to ensure that it is not for work already required by the contract.12.Ensure that change order costs are reasonable based on appropriate price and cost analysis, consistent with the contract terms and adequately documented.13.Interface with other units and departments that spend City Capital funds.NOTE:IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW, NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.NOTE:This position is open to qualified persons with a disability who are eligible for the 55-a Program. In addition, candidates must have six (6) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
