The Senior Research and Planning Analyst leads, designs, develops, and conducts highly complex projects using advanced research principles, methodologies, and statistical analyses in the college’s institutional effectiveness, research, and planning agenda. The analyst provides data and information regarding learner assessment outcomes, performance accountability measures, and climate surveys for use in institutional evaluation and improvement, college planning and evidence-based decision-making. The analyst is responsible for managing all institutional research activities, including those activities to support program review, improve learner retention and success, and support accreditation and grant initiatives. Calbright College, the 115th college in the California Community College system, began enrolling students in October 2019. Calbright offers a Competency Based Education on a Direct Assessment model. Programs are flexibly-paced, online, and include paid apprenticeships with employers who partner with Calbright. We are looking for someone who can: Coordinates with college leadership to implement and manage a campus-wide strategic research and planning agenda including implementation of program reviews, college planning activities, accreditation, institutional grants, organizational change initiatives, and decision making processes related to student success, governance, and institutional effectiveness. Anticipates the research, general information, planning, and evaluation needs of the College and identifies and recommends research projects based on those needs. Conducts broad-scale and highly complex institutional research projects and studies; exercises project responsibility and management from conceptual design and problem definition/hypothesis development through data collection, analysis, interpretation, and findings; organize and present research-based information, analysis, and interpretation clearly and effectively in narrative, tabular, graphical and oral modes. Provides guidance, training, and technical assistance to faculty, administrators and staff during program reviews and annual planning; generates appropriate research instruments and analyses for programs to interpret and present data in their final program reviews and annual plans. Identifies and obtains required data resources; coordinates program-specific data collection to ensure data integrity and reliability; designs web-enabled, and other survey forms using specialized software. Designs systems, tools, dashboards, visualizations, and portals to extract, collect, analyze, merge and report on data and information related learner demographics and outcomes, learner onboarding, assessment, and other relevant data; extracts, transforms, and loads longitudinal database files from several sources such as student information systems, California Community College Chancellor's Office Management Information System (MIS). Collaborates with the institutional research and planning community to ensure the college remains current in the latest trends in research and data acquisition for the community college system. Analyzes research data and findings of other agencies and translates their implications and limitations as they pertain to the college; conducts literature reviews; analyze trends in community college education, college and community characteristics, and anticipates planning and information needs. Evaluates and develops recommendations for policies, procedures, and systems based on analysis of current and proposed programs and practices. Ensure that reliable data is available for various internal and external audiences in the areas of learner services, instructional, administrative, and human resources Develop and maintain a collection of data and reports to support program review, accreditation, state and federal reporting requirements. Provide research support for data needs across Calbright. Effectively communicate key findings to senior leadership. Utilize advanced techniques and functions, including data management and query software to develop, administer, and maintain institutional research databases, automated reporting systems, and complex queries. Work collaboratively with teams across the College including learning, marketing, learner success, learner services, technology, finance to empower those teams with the better ways to draw insights from data. Work with multiple toolsets for data analysis (e.g. R, SQL, GUI-based tools, etc.) Leverage the results of data analysis initiatives to identify and proactively recommend changes that would help us more effectively support our learners along their journey. Effectively make a case for changes or investments in data analysis projects, processes, or supporting technologies. Additionally, possesses the ability to: Use tools and technologies appropriate for data analysis (SQL, R, etc) Communicate complex ideas clearly and concisely in writing and in oral presentation. Read, interpret, and explain research findings. Collect, analyze, and interpret data from a wide variety of sources. Work independently and think creatively on research problems. Work cooperatively as a team member with other research and college staff involved in research projects and other related activities. Work effectively with college personnel, other agencies, and the public. Balance multiple priorities under strict timelines. Knowledge of assessment of student learning outcomes. Maintain accurate and complete records. Maintain confidentiality and discretion in work activities. Minimum Qualifications: Bachelor’s degree in related area and/or equivalent experience/training required. Desired Qualifications: Master’s degree in a related area. Experience working with student information systems, preferably in higher education contexts. Specialized training or experience in statistical and/or data management software applications desirable. Training or experience in business intelligence reporting tools and Tableau desirable. The office environment Working remotely from anywhere within the state in California works for us. If you happen to live near our main office in Oakland (right next to BART) or our outposts in Sacramento and Los Angeles, you can work from one of these locations. In this case, you'll be working in a well-lit, air conditioned indoor office setting with adequate ventilation. There might be some overnight travel by land or air (less than 20%). You’ll also need the: Ability to work on a computer for periods up to four (4) hours at a time Ability to speak on the phone for a total of up to three (3) hours per day Ability to sit for up to three (3) hours without breaks at meetings. Ability to walk and stand for up to four (4) hours without breaks at program site visits and meetings.
