Job Description

The incumbent will lead the Risk and Control Assessment Team and be responsible for the design, supervision and implementation of the Risk and Control Self-Assessment (RCSA) programs that are being built in accordance with Heightened Standard and providing support in identifying, assessing, monitoring, and escalating the risk assessments.


Job Duties

Include but are not limited to:


  • Risk and Control Self-Assessment (RCSA)
  • Lead the design, socialization, training and maintenance of bank-wide RCSA program, policy, procedures, and standards
  • Lead the design and maintenance of bank-wide Control Testing program, policy, procedures, and standards
  • Manage the communication, collection and resolution of challenge inquiries, recommendations, and feedbacks with relevant parties
  • Prepare quarterly reports and analysis of final RCSA results for relevant committees
  • Enterprise Risk Management (ERM) Risk Assessment
  • Coordinate the annual and quarterly update of ERM risk assessment with all departments and branches and perform second line creditable challenges to all results provided by first line units
  • Complete IRM report to aggregate the overall operational risk profile and report to risk committees when required
  • Escalate operational risk issues to senior management and relevant risk committees
  • Process Mapping Support
  • Lead the process documentation for key processes within Operational Risk Team, mapping of risks, controls and systems to processes
  • Reporting
  • Lead the implementation of the operational risk documentation tool in RCSA and Internal Control
  • Report status of RCSA Program and any results to senior level committees and senior management


Job Requirements

  • 8-15 years of banking experiences with minimum 5 years of experience in developing and implementing Operational Risk Programs are required.
  • A Bachelor s Degree is required. A master s degree is preferred but not required.
  • Experience in risk assessment programs, such as RCSA,SOX,[WX1] Audit Compliance, Quality Assurance, Scenario Analysis or consulting experience is required
  • Experience in writing control description, designing controls and control testing is required
  • Experience in resolving regulatory issues and presenting information to regulators, such as OCC and Federal Reserve is required
  • Project management skill is preferred
  • CPA/ CFA/FRM/CRMA/Other Risk Management Certifications is preferred [WX1]Sarbanes-Oxley Act
