JOB DESCRIPTIONCITY OF PANAMA CITY Job Title: Assistant Superintendent Department/Division:Utilities/Underground Annual Pay:$40,353.54Plus competitive benefit package.
Type of position: Full-time Hours: 40 /week Exempt MAJOR FUNCTIONS The Assistant Superintendent performs supervisory work in planning, coordinating and directing the construction, maintenance and repair of municipal water distribution and wastewater collection systems.
The incumbent is required to routinely apply extensive knowledge of the Citys water distribution and wastewater collection system in planning, developing and implementing a wide variety of construction and maintenance projects.
Work is performed under the general administrative direction of the Superintendent with considerable latitude for the use of independent judgment and selection of work methods and procedures.
Work is reviewed through reports, results, inspections and conferences.

Plans, organizes, directs and inspects the work of subordinates assigned to the Underground Utilities Division.
Assists in developing and implementing long and short term plans, operating policies and procedures to ensure cost efficient and effective operations that comply with applicable Federal, State and local laws, rules and regulations.
Ensures achievement of goals, objectives, work plans, and schedules approved by management.
Investigates complaints and requests for service.
Coordinates field work of the Underground Utilities Division with other City departments.
Investigates complaints from customers regarding water and wastewater service.
Investigates or refers complaints to appropriate division and follows through to insure compliance with instructions and directives.
Serves as Superintendent as needed.
Performs related work as required.
This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, ice storm, etc.) or other conditions (natural or manmade).
KNOWLEDGE, ABILITIES AND SKILLS Thorough knowledge of materials, equipment, technology, methods, standards, construction and maintenance for water distribution and wastewater collection systems.
Thorough knowledge of administrative procedures and reporting requirements of applicable Federal, State and local regulatory agencies.
Thorough knowledge of City water and sewer systems, including locations of lines, laterals, sizes of mains, hydrants, valves, manholes, etc.
Knowledge of machinery, pumps and equipment relative to water purification.
Knowledge of occupational hazards and safety precautions of work.
Functional knowledge of the use and application of Geographic Information Systems (GIS) and Global Positioning Systems (GPS) as applicable to water distribution and wastewater transmission utility system operations.
Ability to read and interpret plans, blueprints, map and specifications for materials and techniques used in the maintenance and rehabilitation of wastewater transmission and water distribution systems.
Ability to supervise and direct the activities of subordinates in an effective manner.
Ability to establish and maintain effective working relationships with other employees, other City departments and the general public.
Ability to effectively communicate both orally and in writing with superiors, peers, subordinates and the public.
MINIMUM QUALIFICATIONS Graduation from high school or possession of an acceptable equivalency diploma and any combination of technical field experience or training in water distribution and wastewater transmission systems.
Supervisory experience in the construction, maintenance and repair of water distribution and wastewater transmission systems.
Must possess and maintain a valid Water Distribution System Operator Level III license in accordance with the Florida Department of Environmental Protection or obtain the license within one year.
Must possess and maintain a valid Florida drivers license.
A comparable amount of training or experience may be substituted for the minimum qualifications.
