Our dedicated teams work collaboratively and in partnership with family members, school administrators and faculty, county social workers, case managers, probation officers and other agencies.JOB SUMMARY:The General Accountant is responsible and accountable for various accounting functions which are indicated in the Essential Duties and Responsibilities area below. This position will assure that within the job scope that compliance with internal procedures as well as Federal, State, County and local laws and regulations are maintained. Handling of extensive personal and confidential information is an essential job function of this position. MINIMUM QUALIFICATIONS:Education:Bachelor’s degree in business administration with an emphasis in accounting or finance.Experience:Five years’ experience in budgeting, financial and business-related analysis, general accounting, accounts receivable, accounts payable, financial reporting and analysis, billing, preferably in a behavior health setting. Demonstrate knowledge and experience with Advance Excel and general ledger systems.Ability to interact and communicate effectively both verbally and in writingLicense or Certification:Valid California driver’s license. OTHER QUALIFICATIONS:Specialized Skills:Demonstrated knowledge and experience with Medi-Cal and County billing and reimbursement systems preferred.Knowledge of county MIS computer systems preferredKnowledge of Data base design and implementation preferredKnowledge of billing and county billing interfaces preferredKnowledge of various County Behavioral Health Systems preferred Physical RequirementsAbility to sit most of the working day.Ability to type on a computer up to 2 hours at a time.Ability to stand, stoop, and bend for periods up to an hour in order to perform filing functions. POTENTIAL JOB HAZARDSPotential for eye and wrist strain from computer screen and minor lacerations from paper cuts. ESSENTIAL DUTIES AND RESPONSIBILITIES New employees are expected to be able to demonstrate competence in the job duties listed on the following page(s) within 90 days. ESSENTIAL FUNCTIONS: Prepare and analyze budgets for county funded programs.Prepare monthly financial statements by the 14th business day of the following month including the following: reconcile general ledger balance sheet accounts to their independent source, including but not limited to: bank accounts, accounts payable, prepaid expenses, payroll advances, fixed assets, accounts payable, accrued expenses, accrued payroll, deferred charges and inter-company accounts, posting of revenue for the programs.Review income and expense accounts for unusual items.Prepares various written and computerized reports for program Administrators, the corporate office, and outside agencies. These reports include, but are not limited to: overtime report, productivity reports, County Flex Support detail and the Special Pay Practice and Bonus Reports.
