Overview SCOPE AND PURPOSE OF POSITION: Assure divisional documents from the field and DHQ; applications, contracts, agreements, etc. are processed through the correct channels; divisional review and approval and then processed with the Corporate office/THQ for approval and signature. This involves utilizing the THQ electronic contract data base system. Provide required oversight, coordination and administrative duties to assure compliance, quality assurance and assure meeting regulatory requirements. Responsible for the client services data base management system for the collection and reporting required by funding sources Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions Expedite, process and track all documents requiring Corporate involvement including the DHQ review and approval step. Assist the DSSD in the communication to the DHQ contract committee of new/renewal/ongoing grant opportunities and application intent and coordinate the contract review committee meetings. Train new employees and officers and needed ongoing training for the field as to the requirements of the corporation for necessary reviews/approvals, BOT approval/signature. Provide supervision and training to the social services assistance for the submission of documents through the electronic data base system Assure all submissions through the electronic contract data base system is complete and accurate Provide administrative duties for the department that include, data outcome/impact reports, program/best practices research for integration, learn/research new contractual opportunities, disseminating information relevant to contracts, gathering documentation, and develop and learn about new funding systems, ie. HCBS, MMIS , SPA, etc Work with the field in review and revision of grants/contracts as requested. Provide compliance monitoring plans and procedure for the Divisional Social Services Department for all contracts and funding that is align and integrated with the divisional social services review process. Coordinate and facilitate ongoing information with DHQ finance, property, program/MAC and HR departments regarding contract requirements; ie. budgets, HR requirements, etc. of funding sources. Act as the liaison for DHQ with THQ legal department regarding grants and contracts processing Monitor/track and assist the field with the completion of external funding audits and any corrective action need. Lead the implementation of the divisional client data management system including the training, systems administration, developing reports that demonstrate impact and meet reporting requirements. Attend applicable and appropriate Territorial conferences and workshops as assigned. Qualifications SPECIAL SKILLS, CERTIFICATES, LICENSES, REGISTRATIONS: Bachelor's degree (B.A.) from a four-year college or certificate. Three to five years of related experience. E.g. Social Worker, Case Worker, Program Manager, Coordinator Possess excellent organizational, communication, and analytical skills both verbal and written Understand compliance/regulatory rules of public policy systems, funding organizations, etc. Able to simplify/stream-line processes, work independently Able to coordinate several projects simultaneously and work efficiently and effectively while under deadline restraints Strong data base systems skills including client data base reporting, impact, cost analysis expertise Lead the set-up of compliance processes/check lists, including manuals, from conception through completion stages for ongoing monitoring Demonstrate understanding, flexibility and responsiveness along with sensitivity to the needs of the field Ability to support the field regarding the increases in complexities and competitiveness of funding/contracts Valid drivers license that meets The Salvation Armys insurance requirements Access to own vehicle * The salary listed in the header is an estimate based on salary data for similar jobs in the same area.
