US Tech Solutions is seeking an “HR Business Partner, Employee Labor Relations” for 6+ months Position with one of our top clients in Oakland, CA.Job Details:Title: HR Business Partner, Employee Labor RelationsLocation: Oakland, CADuration: PermanentDuties: Under the direct supervision of the Manager of Compliance, Employee & Labor Relations, the Human Resources Business Partner – Employee Labor Relations, is responsible for the development, implementation, and evaluation of all Human Resources policies & procedures conducts prompt, comprehensive and fair investigations and prepares accurate written reports of investigations. The incumbent monitors, reviews and evaluates personnel policies and practices with regard to Labor and Employee Relations, ensuring compliance with Federal and State laws and administrative regulations. With the highest level of confidentiality, incumbent consults with and provides guidance on a variety of HR services including advising and coaching leaders on interpreting union contracts and HR policies, in conjunction with the Manager of Compliance, Employee & Labor Relations, and Director of Human Resources as needed. This is a high-volume, highly visible role and the incumbent must exhibit exceptional customer service skills, excellent oral and written communication skills with the ability to work in a fast-paced environment handling competing for priorities. The incumbent must be very detail-oriented. • Complies with established hospital and Human Resources Department customer service standards. Maintains the confidentiality of all employee information. • Responsible for managing and keeping the HR policy portfolio current. Ensures that all HR policies are reviewed annually and revised when necessary. Assembles and leads the team that authors HR polices, obtains approvals and ensures timely implementation. • Leads efforts to resolve Employee Related matters pertaining to leave of absences. Works closely with the Benefits team on leave related investigations and compliance matters. • Leads employee relations matters pertaining to compliance with wage and hour laws. Works closely with the compensation team to recommend and implement resolution to wage and hour matters. • Serve as lead for conducting investigations of non-represented employees regarding disciplinary matters, write final reports regarding the investigations, and recommendation in consultation with Manager of Compliance, Employee & Labor Relations, and VP of Human Resources as needed. • Establish and maintain a close working relationship with managers, in order to provide coaching and counseling assistance to management and staff on HR related matters including but not limited to conflict resolution and performance management. • Facilitates individual and group management training sessions for new and existing managers. • Responsible for providing data requests to external agencies such as unemployment hearing information to EDD, subpoenas, court hearings, etc. • Responsible for employee engagement and employee recognition initiatives. • Partners with union business agents on labor relations matters. Collaborates with other teams such as HIS and HRIS on seniority related matters. • Perform other assigned tasks or related work as required and as assigned by the Manager of Compliance, Employee & Labor Relations and VP of Human Resources. • Maintain database and process disciplinary action forms, and generate necessary reports as needed. • Respond to subpoena requests. • Process EDD Claims in conjunction with the Hospital’s third-party vendor CAHHS. Technical Knowledge: Strong proficiency with MS Office (Word, Excel, and PowerPoint).Remarks: Minimum Education: Bachelor’s Degree or an equivalent combination of education and experience is required. Education Notes: N/A Minimum Experience: Minimum seven (7) years of human resources experience, or equivalent combination of education and work experience required. Prior experience working in human resources and with organized labor is required.
